Terri Bolduc
Bio: Terri is a life-long resident of Sonoma County and has raised her family here. Her parents both in had extensive careers in public service roles; her father was a California Highway Patrol officer, and her mother was a nurse. These two influences, along with her analytical skills, led her to a career supporting first responders. Terri was excited to bring her extensive governmental finance and administration skills to help manage the finance division and to assist with the long-term financial strategic planning efforts for the Sonoma County Fire District.

Educational Background: In addition to Terri’s extensive experience, she has targeted college level education in the areas of business administration, business management and grant administration. Her education and experience have provided her with extensive skills in budget development and management, financial reporting, grant management, contract administration, human resource administration, development of policies and procedures, and priority setting and strategic planning.
Career History: Terri has been in a support role to the Fire Service of Sonoma County for over 30 years. After six years in the banking industry, Terri began her career in governmental finance as an Account Clerk II with the Fire and Emergency Services Department at the County of Sonoma. During her twenty-six years of employment with the department, her roles and responsibilities continued to increase, and she was promoted to Account Clerk II, then Accountant I, Accountant II. She again promoted to the department’s Administrative Services Officer in 1999, managing all finance and administration functions of the department. She retired from the County of Sonoma in 2018, after 26 years of service. Retirement didn’t last long, the fire service agencies within Sonoma County requested Terri’s help with navigating growth and change. For over a year she assisted local fire agencies with building administrative and financial systems that allowed for multi-agency collaboration and positive changes in how the agencies were administered. Terri was excited to join the Windsor Fire Protection District, as the Finance Manager one month prior to the mutli-agency consolidation in 2019 which created the Sonoma County Fire District. She has been extensively involved in building enhanced financial budgeting and accounting systems, and developing fiscal policies and procedures that provide increased fiscal transparency to the public. Additionally, Terri leads strategic planning efforts that help to achieve the District’s fiscal goals.
